Govt College of Education Srinagar secures NCTE Recognition for 4-Year ITEP Programmes

SRINAGAR, FEBRUARY 11: Govt. College of Education (IASE), M.A. Road, Srinagar, has achieved a significant academic milestone with the National Council for Teacher Education (NCTE), the statutory body regulating Teacher Education programmes in the country granting recognition to the 4 year Integrated B.A.-B.Ed. and B.Sc.-B.Ed. Programmes for the secondary stage, the only institution in the UT of J&K to offer B.Sc-B.Ed.

The recognition of the Integrated Teacher Education Programmes (ITEP) by NCTE represents a major step forward in aligning the institution with the vision and objectives of the National Education Policy2020, and marks a significant academic milestone for the institution, reaffirms its unwavering commitment to excellence, quality assurance and national benchmarks in Teacher Education.

ITEP is a 4 year Dual Major Bachelor’s Degree that allows students to earn two qualifications in 4 years resulting in B.A.-B.Ed (Bachelors of Arts & B.Ed) and B.Sc- B.Ed (Bachelor of Science & B.Ed).

The College management has further informed that the college from this academic session will start Ph.D in Education alongside with FYUG 4th year Research Vertical recognized by the Cluster University, Srinagar.

Prof. Seema Naz, Principal of the college appreciated the faculty members, non-teaching staff and all stakeholders for their collective efforts and sustained commitment that has led to this remarkable academic achievement.

National Flag Unfurled at GCOE; Professor (Dr) Seema Naz Takes Salute

Srinagar, January 26: Government College of Education (Institute of Advanced Studies in Education), M.A. Road, Srinagar, celebrated the 77th Republic Day with great patriotism, enthusiasm, and fervour on its campus today.

The celebrations began with the unfurling of the National Flag by the Nodal Principal, Kashmir Division Colleges, and Principal of GCOE, Professor (Dr) Seema Naz, who also took the salute. The national anthem was sung with pride, creating a solemn and patriotic atmosphere across the campus.

The ceremony witnessed the presence of teaching and non-teaching staff along with a large number of students, who participated actively in the celebrations. The campus was decorated to mark the occasion, reflecting the spirit of national unity and constitutional values.

Addressing the gathering, Dr. Seema Naz extended her greetings to all on the occasion of the 77th Republic Day. She highlighted the historical significance of the day, recalling that the Constitution of India came into force on January 26, 1950, laying the foundation of a sovereign, socialist, secular, and democratic republic.

She emphasized that educational institutions play a crucial role in shaping responsible citizens and strengthening the democratic fabric of the nation. Dr. Naz urged students to uphold constitutional values, promote unity in diversity, and contribute positively to the progress and development of the country through education, discipline, and social responsibility.

The programme concluded with a renewed pledge by the staff and students to work with dedication, integrity, and commitment towards nation-building and upholding the ideals enshrined in the Constitution of India.

Focus on Academic Preparedness and Student Welfare at Kashmir Division Principals’ Meet: Director Colleges

Baramulla, January 22: Building on the deliberations held during the recent Principals’ Meeting of Jammu Division colleges, the Department of Higher Education continued its divisional review process with a comprehensive meeting of Principals of all Government Degree Colleges of the Kashmir Division. The meeting was chaired by the Director Colleges, Prof. (Dr.) Sheikh Ajaz Bashir, and was aimed at assessing academic preparedness, reinforcing governance mechanisms and strengthening student-focused institutional practices across the Division.

The principal of the host institution, Prof. Mohd. Shafi Lone, Government Degree College Baramulla (Autonomous), extended a formal welcome to the participants and introduced the newly transferred Principals. It was highlighted that the decision to hold the first divisional meeting at an Autonomous college was a deliberate step to underscore the Department’s emphasis on academic autonomy, reflecting a clear policy direction towards expanding the number of autonomous institutions in the higher education sector in the near future.

In his address, the Director Colleges emphasised institutional cohesion, academic discipline and outcome-oriented governance as the foundational pillars for improving the quality of higher education. A detailed review of the Department’s digital governance was undertaken, reiterating the Planning & Development Portal of the Directorate of Colleges as the sole authenticated platform for institutional data, real-time reporting and delivery of online staff services. Principals were advised to ensure accuracy, regular updating and verification of institutional data to enable informed policy planning. It was also highlighted that the Department’s digital interventions, particularly the engagement of need-based Academic Arrangements during the current academic session, have been widely observed across colleges to significantly enhance operational efficiency, simplify processes and strengthen transparency.

The meeting reviewed college-wise performance under the Connect with Policy Planning & Development Initiative, with emphasis on timely data submission and institutional responsiveness. Principals were informed that sustained engagement in data-driven governance will continue to play a critical role in development and administrative decision-making.

Institutional development initiatives were deliberated in detail, including the functioning of Institutional Innovation Councils, the expansion of eYantra Labs, the implementation of SWAYAM Local Chapters for the promotion of blended education. The Action Taken Report (ATR) on eYantra was reviewed specifically, during which the Director Colleges directed all eYantra-enabled colleges to constitute one or more student teams for participation in the UT-level Hackathon proposed to be rolled out shortly, and participation of student teams trained by colleges in the national eYantra competitions organised and conducted by IIT Bombay.

Student welfare and engagement mechanisms received focused attention, particularly the strengthening of the Mentor–Mentee Programme for academic and psychosocial support, structured sports and co-curricular inclusive framework, and the Department’s institutional strategy for countering substance abuse through awareness, vigilance and early identification of vulnerabilities.

The SIGMA – Student Integrated Grievance and Messaging Application Portal was reviewed comprehensively, with college-wise registration performance shared. Principals were encouraged to further enhance student onboarding and effective utilisation of the platform to ensure secure and time-bound Messaging to students and timely grievance redressal.

In a major announcement, the Director Colleges informed the meeting about the rollout of the SCALE – Student Connect for Academic Leverage and Excellence initiative, envisioned as a comprehensive student outreach programme to offer continuous guidance on NEP-2020, academic mobility, progression pathways and career planning in all Government Degree Colleges.

The meeting also reviewed the status of ongoing developmental works being executed under various budget heads. Principals were advised to maintain close coordination with executing agencies and ensure regular monitoring of project timelines and quality parameters.

Concluding the deliberations, the Director Colleges reiterated that teaching and non-teaching staff are the primary drivers of institutional quality and urged Principals to cultivate a supportive and motivated work environment. He called upon all institutions to collectively advance the Department’s mission through transparency, accountability and student-centric governance, so that Government Degree Colleges of Jammu & Kashmir continue to emerge as vibrant centres of academic excellence and societal transformation.

Winter Internship Program concludes at Islamia College of Science and Commerce

SRINAGAR, JANUARY 13: Islamia College of Science and Commerce, Srinagar, in collaboration with Rapture Biotech and sponsored by Jammu & Kashmir Science, Technology and Innovation Council (JKSTIC, successfully concluded Winter Internship Programme today.

The programme, Commenced on 29 December, 2025, emerged as a strong model of industry-academia collaboration, aimed at enhancing student employability and industry readiness. About two hundred students from the departments of Biochemistry, Biotechnology, Chemistry, Botany, and Zoology participated in the internship.

The programme offered intensive hands-on training and real-time exposure to laboratory and industrial practices, covering key areas such as Phytochemistry Fundamentals, Pharmacognosy and Herbal Standardization, Antibiotic Assays (MIC/MBC), Quality Control and Quality Assurance, Pharmaceutical Microbiology, Molecular Biology Techniques, and Plant Tissue Culture, with special emphasis on SOPs, documentation, and laboratory compliance.

Speaking on the occasion, Principal, Islamia College of Science and Commerce, Prof. (Dr) Tehmina Yousuf, deliberated upon the significance of hands-on training and skill-based education in alignment with the objectives of the National Education Policy 2020 (NEP 2020).

Coordinator Internships, Dr. Abid Hussain Banday, highlighted the importance of internships in bridging the gap between academic learning and industry requirements.

The initiative effectively bridged the gap between academic instruction and industry expectations, equipping students with practical skills and a clearer pathway toward careers in pharmaceuticals, biotechnology, research laboratories, and allied sectors.

The programme concluded with the distribution of certificates to the participants by the respective Heads of Departments, marking the successful completion of the internship.

Director Colleges J&K seeks reinforcement of Academics, Governance and Student support initiatives in Principals meet of Colleges of Jammu Division

Jammu, January 9: In a move to strengthen the quality architecture of Higher Education in the Union Territory, the Director Colleges J&K ,Dr. Sheikh Ajaz Bashir, chaired a marathon meeting of Principals of all Government Degree Colleges of Jammu Division to reinforce academic discipline, student support systems and governance in alignment with the Mission and Vision of the Department.
Dr. Ravinder Tickoo, Nodal Principal, Jammu Division Colleges, initiated the proceedings and apprised the gathering regarding the core objectives and agenda of the meeting. Dr. Romesh Kumar Gupta, Principal of the host institution, GGM Science College Jammu, extended a warm welcome and introduced the newly appointed Principals.
Addressing the gathering, the Director Colleges emphasized unified institutional alignment, operational excellence and the need to prioritize the welfare of students. A detailed review of the Department’s digital governance initiatives was undertaken. The Planning & Development Portal was reiterated as the single verified repository of institutional data, enabling real-time reporting, principal-level accountability and streamlined online staff services including Passport NOCs, Foreign Visit permissions, PhD approvals and CAS scrutiny. It was also highlighted that digital interventions, particularly the engagement of need-based Academic Arrangements for the current session, have significantly enhanced efficiency, ease of operations and transparency. Principals were sensitised on maintaining clean, verified and updated data for evidence-based planning and development. The Connect with Policy Planning & Development initiative was also reviewed, and college-wise performance indicators based on timely form submissions and data updation were shared.
Institutional development initiatives were reviewed, including the functioning of Institutional Innovation Councils in 79 colleges, expansion of eYantra Labs in 30 colleges in collaboration with IIT Bombay, and the rollout of SWAYAM Local Chapters to promote blended and credit-based digital learning.
On student welfare, Principals were briefed on strengthening the Mentor–Mentee Programme and the Pyramidal Sports and Co-curricular Model to ensure inclusive participation and structured talent development. The Department’s framework for countering substance abuse was also elaborated, focusing on preventive awareness, vigilant student monitoring and timely institutional support.
The SIGMA – Student Integrated Grievance and Messaging Application Portal was reviewed in detail. Principals were encouraged to enhance student registration and effective utilisation.
A major announcement was the upcoming launch of SCALE – Student Connect for Academic Leverage and Excellence initiative, to be implemented in every Government Degree College. SCALE will provide structured outreach and guidance on NEP-2020, academic progression pathways and career planning.
Developmental works across colleges were also reviewed, and Principals were advised to ensure regular monitoring and close coordination with executing agencies.
The way forward focused on academic discipline, availability of comprehensive time-tables on institutional websites, systematic maintenance of academic records and preparedness for academic audits and quality enhancement exercises.
The Director Colleges emphasised that college staff are the real knowledge deliverers and the strongest drivers of institutional quality, calling upon all teaching and non-teaching personnel to collectively pitch in for academic excellence. Principals were also advised to prioritise genuine service-related and workplace concerns, recognising that a motivated workforce is central to sustaining quality education. The Director emphasised the need to prioritize the overall welfare of students, underscoring the point that an Informed Student is an Empowered student.
Concluding the meeting, the Director Colleges urged all Principals to collectively own the Department’s mission by reinforcing student-centric governance, transparency and accountability, so that Government Degree Colleges of Jammu and Kashmir emerge as vibrant centers of academic excellence and societal transformation.

Prof. M. Y. Khan Assumes Charge as Principal of GDC Hadipora, Rafiabad

Baramulla, January 6: Professor M. Y. Khan recently assumed charge as the Principal of Government Degree College (GDC) Hadipora, Rafiabad, in Baramulla district.

A formal induction ceremony was held on the occasion, during which Prof. Khan was warmly received by Prof. (Dr.) Shamim Ahmad Dar, who had been holding the additional charge of Principal, along with the faculty and staff of the college. The staff members expressed confidence in his leadership and assured him of their full cooperation.

Women in STEM: KU faculty Dr. Riffat John secures prestigious SPARC research grant

Srinagar January 6: In a significant academic achievement for the University of Kashmir (KU), faculty member Dr. Riffat John, Department of Botany, has been awarded a major research grant under the Scheme for Promotion of Academic and Research Collaboration (SPARC) of the Ministry of Education, Government of India.

Dr. John has secured the SPARC project titled “Unstructured but Essential: Understanding and Exploiting Intrinsically Disordered Proteins for Climate-Resilient Maize” under the Agri and Food Technologies theme. The project has been approved by the SPARC Apex Committee chaired by the Secretary, Department of Higher Education, Ministry of Education, Government of India.

Vice-Chancellor, KU, Prof. Nilofer Khan, in her message, congratulated Dr. John and said, “The award reflects the University’s growing research footprint and its emphasis on meaningful international collaborations. Such initiatives strengthen interdisciplinary research and contribute to addressing region-specific agricultural and climate challenges.”

She further said that the University remains committed to supporting faculty-led research that aligns scientific inquiry with societal and environmental needs while fostering global academic engagement.

Dean Research, KU, Prof. Mohammad Sultan Bhat also congratulated Dr. John on the achievement and said, “Securing a SPARC grant is highly competitive and reflects the quality and global relevance of the research being undertaken at the varsity.”

The two-year international collaborative project involves research partnership with The Pennsylvania State University, USA, and the Indian Institute of Maize Research (IIMR), Ludhiana. The project focuses on advancing proteomics-based understanding of maize resilience to cold and low-temperature stress, with relevance for crop adaptation in hilly and cold agro-climatic regions of northern India.

Dr. John will serve as the Principal Investigator from the University of Kashmir, with the collaboration enabling access to advanced protein interaction and intrinsically disordered protein analysis platforms.

The award strengthens the University’s participation in nationally coordinated international research programmes.

Srinagar/Jammu, December 29: The Higher Education Department on Monday ordered the transfers and postings of Principals and assigned look-after charge of the posts of Principals to senior-most Associate Professors in Government Degree Colleges across the Union Territory.

The order was issued by Shantmanu, IAS, Financial Commissioner (Additional Chief Secretary), Higher Education Department, in the interest of administration and has come into effect with immediate effect.

According to Government Order No. 508-JK(HE) of 2025, dated December 29, 2025, the decision has been taken in compliance with the directions of the Hon’ble High Court of Jammu & Kashmir and Ladakh, as per its order dated September 3, 2025, passed in WP(C) No. 2367/2025, titled UT of J&K and Others vs Prof. Arti Pandoh and Others.

As per the directive, in colleges where regular Principals are not posted, the charge of the post shall be assigned to the senior-most Associate Professor strictly as per seniority, on a temporary look-after basis, until further orders.

The Higher Education Department stated that the move aims to ensure smooth academic and administrative functioning of Government Degree Colleges across the Union Territory.

The above arrangement of Associate Professors as In-Charge Principals on a look-after basis shall not confer any preferential right on the incumbents to claim preferential treatment for their promotion, which shall be made in accordance with the provisions of the Jammu and Kashmir Education (Gazetted) College Service Recruitment Rules, 2014, or as approved by the Competent Authority based on the recommendations of the J&K Public Service Commission (PSC). The arrangement shall be purely temporary until the permanent incumbents or selection list of Principals is received from the J&K PSC and shall be subject to the outcome of any writ petition(s), if pending before any competent court(s) of law. This arrangement shall be reversible and shall automatically cease upon the repatriation, joining, or posting of regular Principals in the concerned institutions without any prior notice. Furthermore, the arrangement may also be reversed in case of receipt of any adverse report from any investigating agency against any faculty member.

Lieutenant Governor chairs 3rd University Council Meeting of Cluster University of Jammu

JAMMU, DECEMBER 28: Lieutenant Governor Shri Manoj Sinha on Sunday chaired the 3rd Meeting of the University Council of the Cluster University of Jammu, at Lok Bhavan, Jammu.

The Lieutenant Governor, who is also the Chancellor of the University, emphasised that higher education institutions must focus on innovation, employability and entrepreneurship, while ensuring that academic initiatives are aligned with the regional and national developmental needs. He advised the University to strengthen integrated and professional programmes to meet the emerging academic and industry demands.

The University Council, which met under the chairmanship of the Lieutenant Governor, accorded in-principle approval to several significant academic and administrative proposals. It reviewed and confirmed key reforms in line with the National Education Policy (NEP)–2020, including adoption of the new undergraduate curriculum framework, introduction of new academic programmes and revision of course structures to enhance flexibility and employability.

The Council approved the introduction of new programmes such as the Four-Year Integrated Teacher Education Programme (ITEP), M.A. Education, Masters in Performing Arts, PG Geography and Cyber Security at the PG level, along with new minor, skill and value-added courses across constituent colleges. Student-centric measures such as award of additional credits for sports and cultural activities, revised credit norms for MOOCs and inclusive examination and admission policies were also confirmed.

The Lieutenant Governor appreciated the University’s reform initiatives and emphasized the need to strengthen academic quality, student welfare and institutional governance. He instructed the University to ensure implementation of the e-office system before the end of June, 2026 and to conduct the University Council meetings after every six months.

The Lieutenant Governor called for increased students’ participation in the Viksit Bharat Yuva Connect programme. He also issued directions for encouraging active engagement of students in Nasha Mukt Bharat and Nasha Mukt J&K campaigns.

Prof. K. S. Chandrasekar, Vice-Chancellor, Cluster University of Jammu, made a detailed presentation on the University’s administrative, academic, financial, examination and evaluation reforms, student enrolment status and various academic collaborations in research and education.

REASI, DECEMBER 27: Minister for Education, Health and Medical Education, Social Welfare, Sakeena Itoo today inaugurated newly constructed Academic Block of Government Degree College (GDC) Pouni in Reasi district, marking a significant milestone in strengthening higher education infrastructure in the region.

Speaking on the occasion, the Minister emphasized the Government’s commitment to expanding access to quality higher education in rural and remote areas. She said that the new academic block will provide a conducive learning environment for students and help enhance academic activities at the college.

The Minister reiterated that Government is focused on improving the educational standards of higher educational institutions, adding that investment in education is an investment in the future of youth and society at large.

“The newly inaugurated block is equipped with modern classrooms, lecture halls and essential facilities aimed at improving teaching-learning outcomes”, Minister Sakeena said.

She further highlighted that such infrastructure development reflects the Government’s resolve to ensure equitable educational opportunities for all.

Interacting with students and faculty members on the occasion, the Minister encouraged students to make optimum use of the facilities and focus on academic excellence and skill development. She also assured that the government would continue to address the needs of educational institutions to further strengthen the higher education sector.

On the sidelines of the event, Minister Sakeena also interacted with public delegations and locals of the area and took stock of their grievances and issues. The locals projected various issues pertaining to their respective areas before the Minister and sought their timely redressal.

While interacting with these delegations and locals, Minister Sakeena reiterated the Government’s commitment to transparent, people-centric governance and emphasized that public outreach programmes play a vital role in bridging the gap between the administration and the common people. She stressed the need for coordinated efforts by line departments to ensure timely delivery of public services, particularly in far-flung and underserved areas.

The Minister also urged officers to remain accessible to the public and address grievances at the grassroots level, ensuring that welfare schemes reach their intended beneficiaries. She encouraged locals to actively participate in developmental initiatives and share constructive feedback for better planning and execution of projects.
